Analytical Business Process Re-engineering

SOSM tasked Delta Decisions to assist with strategic planning efforts, to develop the documentation and process flowcharts necessary for Safety Risk Management, SMS Promotion, Assurance, Policy and Mission Support activities, and to prepare SOSM for ISO 9001:2008 audit and certification as a QMS.

PROJECT SUMMARY

Delta Decisions led the implementation of a sustainable Quality Management System (QMS) to include continual process improvement within the System Operations Safety Management (SOSM) office. The QMS meets the International Organization for Standardization (ISO) 9001:2008 certification requirements. We met regularly with SOSM managers to review quality objectives and implement corrective actions that improve the accuracy and timeliness of safety management system (SMS) products and services. Via focus group facilitation and development of data collection methodologies, we documented the “As-Is” workflows and standard operating procedures (SOPs) for the Safety Risk Management, Safety Promotion, Safety Assurance, and Safety Policy components. We also facilitated the Manager’s team building and strategic planning session at the first quarter SOSM Leadership Training and guided them through the development of a vision and mission statement to support their commitment to quality and excellence. We supported the data collection and analysis of customer feedback surveys and lessons learned from the inaugural SOSM Safety Practitioner Workshop in February 2009.

PROJECT RESULTS

We facilitated focus groups and developed data collection methodologies to document the “As-Is” workflows within the organization, and presented recommendations for improving data flow via “To-Be” workflow diagrams; we developed SOPs for safety risk management and SMS activities within the System Operations service unit and assisted with establishing the organization’s vision, mission, quality objectives, evaluation criteria and performance metrics. We assisted with all aspects of preparation and execution of the SOSM quality management system audit.

SOSM successfully achieved a certificate of conformance as an ISO 9001 organization in December 2009. We were a subcontractor to Bellamy Management Services, LLC on this effort. As of January 1, 2010, Delta Decisions continues to support SOSM with maintaining their ISO 9001 quality management system certification.
