Assist FEMA’s Individual Assistance-Technical Assistance Contracts (IA-TAC) management branch to develop a strategy for success and metrics to monitor performance.
For FEMA’s IA-TAC management branch, we developed a performance management tool to assist the Branch with accountability and transparency. For this particular project, we established a Balanced Scorecard (BSC) to align the organization’s mission, strategies, objectives, and metrics. As part of the BSC effort, we developed a management dashboard to provide real-time information on achievement of strategic goals. Our strategic support to the branch included the following objectives:
We reviewed the requirements of the DHS Directive and consulted with other DHS agencies to benchmark compliance. We determined that the Branch was in compliance based on the type of service provided. Through the Balanced Scorecard (BSC) development process, we determined the key processes, issues, and concerns within the Branch. The BSC we developed included relevant performance metrics which define data reporting requirements and establish accountability. The BSC serves as the basis for our development of the management dashboard. The dashboard contains a stoplight display (red, yellow, or green light) to indicate how the organization is doing in each area of the BSC (based on the established metrics). Users can drill down into each area to see the underlying data and use embedded forms to input data. Delta Decisions was the Prime contractor for this effort.
